The popular Constitution of 1812 was proclaimed up to three times. In addition to the one of 12, it was also in 1820 and in a short period in 1836. In this one that concerns us marks the starting gun of the well-known Liberal Triennium and was sworn in by the king, pressured by the social situation of the country, the March 9, 1820. The Constitution established, among other important developments, that sovereignty rested with the nation, not with the king, the separation of powers or indirect universal male suffrage. After the loss of the overseas colonies, Spain had become a second-rate power. Escarceos in the Pacific, Mexico or East Africa sought to maintain a certain level of international prestige and incidentally impose respect on a neighboring France that had just occupied Algerian soil. Rafael Echagüe, Antonio Ros de Olano and Juan Prim were the visible heads of the overwhelming victory in the battle of Wad-Ras against some Moroccan troops who capitulated giving way to a peace, of the same name as the battle, which did not mean for Spain no territorial expansion or strategic advantage, since neither France nor England allowed it.
